Morecambe FC are poised to make history as the first club formally censured by the Independent Football Regulator (IFR) - but their relegation to the sixth tier means the punishment carries little practical weight. The IFR confirmed on Wednesday it will issue a warning notice against the club and its owners, Kuljit Singh Momi and Harjit Singh, for failing to provide requested owner data on time. The censure stems from failures to respond to two separate requests for information issued in February and March 2026, with the regulator deeming the club’s eventual replies inadequate. Despite the breach, the IFR classifies the offence as its lowest level of seriousness, partly because Morecambe’s drop to the National League North removes the regulator’s direct oversight.
What triggered the IFR’s censure?
The IFR’s investigation began after it sought owner, directors and senior executives (ODSE) data from Morecambe on 20 February 2026. The club was given a month to respond but missed the deadline and did not request an extension. A second request on 31 March reiterated the demand, and while Morecambe replied in April, the IFR ruled the response insufficient. A further update arrived on 16 June, yet the regulator’s warning notice still noted “several questions remained unanswered.” The IFR’s formal establishment under the Football Governance Act followed the 2019 collapse of Bury FC and the 2021 European Super League plans, aiming to stabilise clubs across the top five tiers of English football.
Why the censure matters - and why it doesn’t
The IFR’s primary goal is to protect clubs in the top five tiers, all of which must secure a provisional licence by the 2027-28 season. Morecambe’s relegation to the sixth tier in April 2026 - a 5-0 loss at Forest Green on 25 April - means the club now sits 22nd in the National League with 38 points from 46 games, 70 points behind leaders York. Their recent form is a brutal run of five straight defeats, and their goal difference stands at -37 after conceding 103 goals while scoring just 66. Despite the procedural breaches, the IFR’s censure is largely symbolic now that Morecambe falls outside its jurisdiction.
What happens next for Morecambe FC?
The IFR’s warning notice gives Morecambe and its owners until 28 July 2026 to submit any representations before the formal censure is issued. The club’s owners acquired Morecambe in August 2025 during the club’s administration, and both Momi and Singh are named in the IFR’s notice. While the censure carries no immediate sporting sanction, it underscores the IFR’s readiness to act on governance failures even at lower-league clubs.
